新组织形态与关系模式的创建——体制吸纳问题探讨

随着社会的发展,各种新问题与新需求的出现,政府与公民间的沟通交往呈现出多种方式。政府在处理公共事务时也日益从旧有的组织形态向新型的组织形态转变。虽然仍然是政府体制内的公共事务处理方式,但却在一定程度上有效解决了政府与公民信息沟通以及公民民主参与的困境,构建了一种新型的体制吸纳问题关系模式。体制吸纳问题关系模式,能有效解决常态和非常态的问题,降低社会风险值,满足公民预期,保持社会的和谐与活力。

Harmonious Society and Governmental Innovation: On Institutional Absorption of Issues

With the development of society and the rising of new issues and problems,the communication model between government and the citizens are increasingly showing a variety of forms.When government deals with public issues,they are also changing the old organizations form to a new one.Although these organizational forms within the system of the government public service approach,but to some extent effectively resolve the plights of the communication between the government,citizens and civic participation in the democracy,so it constructed a new model of institutional absorption of issues.This model can effectively solve problems,reduce social crisis,meet the expectation of the citizens and maintain the harmony and vitality of the society.
