制度负外部性与铁路春运“一票难求”

铁路客运票务制度在设计初衷上尽力体现社会关怀,实现有差别的分配正义.但是,在实际的运作中,由于制度本身的缺陷和执行力扭曲等原因,铁路客运票务制度在实施中出现了制度异化,造成了春运火车票资源的分配不公.本文从制度负外部性的视角,重新审视春运“一票难求”问题,并对矫正铁路票务制度的负外部性问题的制度安排进行分析.

The Negative Externalities of the Institution and the Spring Festival Transportation Problem

The allocation institutions of the train tickets during the Spring Festival are based on the social concern,and try to realize the justice of the distribution.But in fact,due to the institutional defect and supervision problem,the system alienation appeared and it has caused injustice during the allocation of the railway transportation.This article analyzes the Spring Festival transportation problem and the institutional rectification based on the perspective of the negative externalities.
