| 摘 要： | 国家综合配套改革试验是新时期国家改革发展战略的一项重要举措.在探索进行综合配套改革的进程中,改革的绩效评价是任何一个试验区都无法回避的课题.从国家综合配套改革的目标出发,根据综合配套改革涉及的主要内容,从定性和定量两个方面设计了衡量统筹城乡综合配套改革绩效的评价方法及指标体系,为科学评价改革的绩效提供了依据.
