关于进一步深化云南省工业管理体制改革的思考

我省工业管理体制改革仍面临不少问题，要按照十六大报告的要求进一步深化改革。一是要构建完善企业自主经营的体制条件，加快改革步伐，探索建立可追溯产权责任的国有资产管理体制和营运体系，进一步深化建立现代企业制度的各项工作，改革我省工业行业协会，使其发挥应有功能作用；二是要进一步转变政府职能，强化政府对工业经济的宏观调控。

A study on Further Deepening the Reform of Industrical Management System in Yunnan

The reform of Yunnan industrical management system still faces a lot of problems, and we must further deepen the reform. First, we must manage to create the condition for state-owned enterprise to freely operate, establishing the mechanism that can trace back to responsibility of state-owned property right, establishing and perfecting Modern Enterprise Institution, reforming professional association of industry to allow it play an important role. Secondly, we need to change the government working function and strengthen government macro-management.
