| 摘 要： | 随着我国经济的高速发展，公用事业的完善越来越成为我国社会主义建设事业发展的瓶颈。为解决建设公用事业资金紧缺的问题，通过政府授予私营企业或外商企业特许经营权，实行特许经营管理．就成了吸引社会资本投向公用事业建设的有效办法。通过解释公用事业及特许经营的基本概念，探讨项目公司运作特许经营项目时面临的风险，并提出相应的风险管理对策。

| Abstract: | As the economy develops fast in our country,perfection of public facility gradually becomes obstacle of social construction.In order to solve the lack of funding in public facility construction,it is an effective way to attract social capital that government awards concession to private or foreign company for executing the project.By means of explai- ning the concept of public facility and concession,the risk facing project concession company is analyzed and the corre- sponding countermeasure is proposed. |
