辽朝与唐朝监察制度比较研究

唐代的监察机构已经扩大化、完备化、独立化,监察官员的地位提高,监察活动法律化,对后来的封建政权的监察制度产生了较大的影响。辽朝建立后,即采用唐制,又保留了本民族的特点。表现在监察机构的建立,监察准则沿用“六条问事”制度,进一步扩大监察官员的职责与权限,包括治吏、治狱、治监、治民,形成了较为有特色的监察制度,这对提高统治效能,巩固皇权,保证社会秩序的稳定起了重大的作用。

Comparative study of supervision system of Liao and Tang Dynasties

In Tang Dynasty,the supervision institution had an expanded,completed and independent system. The supervisions had a very high status. Law supervised the activities. All of this had a massive effect on the subsequent supervision systems of feudal administration. Liao Dynasty carried on the system of Tang Dynasty after it was founded and kept its own characteristics use of Liu Tiao Wen Shi'system and further expansion of responsibilities and right limits of supervisors including control of officers, prisoners supervisors and common people. This supervision system of characteristics played a great role in the improvement of control efficiency, strengthening feudal rights and stability of social order.
