| 摘 要： | 我国在工业化过程产生了大量农村剩余劳动力,农村剩余劳动力向城市转移是不可逆转的历史潮流。然而一些制度性障碍,如户籍管理制度、土地政策成为对农民向城市转移的羁绊。政府应对现有制度进行改进,做出一系列相应的制度创新,克服各种障碍,推动农村剩余劳动力的转移。

| Abstract: | There is a large of spare labor in rural area in the course of industrialization in china. It is certain that the spare labor in rural area move to city. The barrier of system block peasant to enter cities, such as land policy. Government must give system arrange, so that it can overcome the barrier and promote spare labor in rural area moving to city. |
