农村公共物品供需失衡的原因及对策分析

农村公共物品在资源约束下具有需求的秩序性和动态性特征,而现实中的公共物品供给与需求的失衡不仅表现在供给总量的不足,而且在供给结构上存在严重的失衡。其根本原因在于城乡分割的“二元供给体制”、“自上而下”的供给决策体制、政府职能划分不清等。因而,化解农村公共物品供给失衡就必须改变城乡分治的政策框架和制度安排,对现行农村公共物品供给制度进行创新。

The demand characteristics of rural public goods have order and dynamic in Resource constraints.However,the reality of public goods supply and demand imbalance is not only manifested in the total supply shortage,but also the structure in the supply the existence of serious imbalances.The fundamental reason lies in the urban and rural divide "dual supply system","top-down" decision-making supply system,government functions are unclear.Thus,resolving rural public goods supply imbalance must change the partition of urban and rural policy framework and institutional arrangements for the existing rural public goods supply system innovation.
