中小企业的政策特惠向政策普惠的转变

中小企业政策的本质是保护中小企业利益和创造与大企业相对公平的生存发展环境。中小企业政策在兼顾中小企业与大企业之间的关系的同时，也要兼顾中小企业之间的关系。中国现行的中小企业政策事实上造成了一些中小企业的超国民待遇，形成中小企业之间竞争条件差异和政策待遇上的不公平，造成制约经济转型和升级的消极后果。中国的中小企业政策必须实现政策特惠向政策普惠的转变，政策重点转向产业升级和实现现代化。

Our country＇s SMEs policy should make a transition from special preferential policy to wide preferential policy, shifting the focus of policy to upgrading industries and realizing modernization.
