“新农保”试行的实证分析——基于凤阳县的调查研究

我国人口众多,人群年龄结构失衡,城乡二元社会保障体系差异明显。农村地区老龄化严重,养老压力突出,对构建新型农村社会养老保障制度的需求十分迫切。2009年后,新型农村社会养老保险的试点实施情况逐渐成为热门话题。作为中国农村改革的发源地——安徽省凤阳县,对其"新农保"实施状况的研究,意义深远。大量有关资料显示,经济欠发达、激励机制不完善、保费收缴时间不合理是阻碍"新农保"发展的主要原因。通过对这些原因进行分析,能更好地发现问题的关键所在,并在此基础上提出较为有效的对策。

An Empirical Analysis of the New Rural Social Insurance System Based on Fengyang County

China has a large population with an unbalanced age structure,and the difference between its urban and rural areas in social security system is getting larger and larger.For instance,aging problem in rural areas is severe,and endowment pressure is huge.Therefore,it is pressing to set up a new-typed rural social old-age insurance system,of which the pilot implementation has gradually become a hot topic after 2009.As the birthplace of Chinese rural reform,Fengyang County of Anhui Province is selected as the focus of the study.Large amount of information indicates that the new rural social insurance system is mainly hindered by underdeveloped economy,imperfect incentive mechanism and unreasonable premium collection time.By analyzing these reasons,we can better identify the crux of the problem and put forward effective countermeasures accordingly.
