教育系统建设工程全过程造价控制探索

建设工程自身规律以及在不同阶段所呈现出的不同特点,决定了对工程造价的管理非常复杂,市场经济条件下,随着建设领域的竞争日趋白热化,出现了许多在招标过程中围标、串标,在施工过程中随意更改、弄虚作假等等不正常现象。这对工程造价的控制提出了新的要求,传统的工程造价控制思路和方法已不能满足市场经济条件下建设领域出现的新问题,也不符合建设工程自身特点。造价控制应该立足于事前控制、全过程控制。

EXPLORATION OF COST CONTROL IN CONSTRUCTION PROJECTS OF THE EDUCATIONAL SYSTEM

Project cost management is highly complicated as construction projects have their own rules and manifest different features in different phases.Under the conditions of market economy,competition is becoming increasingly intense.As a result,many abnormali- ties emerge in the course of public tendering,such as surrounding bidding and colluding bidding,and willful rejigger and fiddler fre- quently occur in the process of construction.The traditional cost control system is no longer sufficient to meet the requirements of the market economy-based audit system.Cost control should be established in advance and focused on the whole process of construction.
