城乡发展一体化的体制机制探讨

城乡发展一体化是我国进行现代化建设和推动城市化发展的一个崭新阶段,也是解决"三农"问题的根本出路所在。推进城乡发展一体化迫切需要健全体制机制,具体地说,应当从以下三方面努力:一是加快构建新型农业经营体系。加快推进农业经营方式创新,大力发展农业产业化经营,着力培育新型农业经营主体,努力发展新型农业社会化服务。二是赋予农民更多财产权利。保障农民集体经济组织成员权利,保障农户宅基地用益物权,建立农村产权流转交易市场。三是推进城乡要素平等交换和公共资源均衡配置。保障农民在生产要素上的平等权益,健全农业支持保护体制机制,实现城乡基本公共服务均等化,共同构筑城乡发展一体化的新模式。

The Exploration of Institutional Mechanisms to Urban and Rural Integrating Development

Urban-rural integration is a new stage in the modernization and development of China＇ s urbanization. The urban -rural dual structure is the major obstacle for the integration of urban and rural development. We must accelerate the construction of new agricultural management system, give farmers more rights of property and promote urban and rural elements exchange equally and boost balanced allocation of public resources. A new model of integrated development of urban and rural can be built from these three aspects.
