| 摘 要： | 中国作为后发展中的国家,在实现现代化的过程中,政府能力及其有效性起着关键作用。在这一过程中,政府能力及其有效性主要表现为政府选择、制定和执行公共政策的活动。理想化的政策、政策执行机构、目标群体和政策环境是决定政府能力和有效性的关键因素。
