| 摘 要： | 党的十六大首次提出的依法执政理念作为执政能力建设的重要组成部分，其内容十分广泛。邓小平同志关于加强法制建设和改善党的领导等各方面论述，为依法执政理论的提出奠定了思想基础，并构筑了依法执政理论的总体框架，为党的执政理论建设开辟了新的领域。

| Abstract: | Law governing which is an important component part of reign capability construction,is proposed in 16th CPC National Congress. Its content is very broad. Comrade Deng Xiaoping’s argumentation about strengthening the construction of legal system and improve the Party’s leadership and so on,established the ideological foundation of law governing theory,established the general framework of law governing theory,and created a new area of party’s law governing theory. |
