民国时期西康政府的禁烟及其成效

民国时期，西康境内烟毒泛滥，给西康民众的生活与社会的稳定带来了严重的危害。为此，西康省政府采取了相应的禁烟举措，成立禁烟组织机构，完善禁烟法律法规与办法，加强禁烟宣传力度，在禁种、禁运、禁贩、禁吸等方面均采取了相关的举措，取得了一定的成效，但总体上仍未能彻底禁绝鸦片烟毒。

On Opium Suppression Campaign and Its Efficacy by Xikang Provincial Government during ROC Period

During the Period of the Republic of China, Xikang province suffered the proliferation of opium trade, an illegal move that endangers people's living and social stability. To solve this problem, the provincial government launched a campaign to fight against the opium trade, with such measures as establishing opium suppression organizations, framing regulations and enhancing publicity against opium trade, targeting to eliminate the symptom in various aspects of opium planting, trafficking, trading and smoking. Although certain efficacy had been made, these measures failed to suppress the opium trade completely.
