| 摘 要： | 集体林权制度改革是稳定和完善农村基本经营制度的必然要求,是建设生态文明的重要内容,也是推进现代林业发展的强大动力。分析了林权改革的成效与存在问题,提出依法明晰产权、放活经营、规范流转、减轻税费,进一步解放和发展林业生产力,促进传统林业向现代林业转变。

| Abstract: | The reform of collective forest tenure is a requirement for the stability of the basic rural management system,a component of eco-civilization,and an engine for the development of modern forestry.The paper analyzes the benefits and problems of the forest tenure reform and points out that definite property rights,free management and rational circulations and tax cuts are good approaches to the development and modernization of forestry. |
