我国人口较少民族扶持发展政策及实践探索——兼论景颇族人口较少民族发展试验区的构建

随着国家特殊扶持政策的出台和完善，我国人口较少民族．的社会生活条件有了较大改善，扶持效果明显。但人口较少民族地区对外界扶持作用的依存度高，内部创造力严重不足，只有通过扶持政策与民族增长因素相结合，走少数民族自我发展的特色道路，才能彻底解决人口较少民族发展的根本问题。在分析人口较少民族扶持政策的变化和武陵山民族发展试验区初步经验的基础上，结合景颇族发展的特点，提出了建立景颇族人口较少民族发展试验区的构想。

Few-people Minority Ethnical Groups:Domestic Supporting Policies and Practice

The issue of domestic supporting policies for few-people minority ethnical groups has made their living condition largely improved. However, the development of the areas where few-people minority eth- nical groups dwell is too much dependent upon exterior support, and their own innovative ability is seri-ously poor. Only when they have found their way of development with their own characteristics can their problem of development be settled once and for all. In respect to the changes in domestic supporting poli-cies, this paper summarizes the successful experience of Mr. Wuling Ethic Group Experiment Zone and proposes the idea Of setting up the Jingpo Ethnic Group Experiment Zone in accordance with the character-istics of the Jingpo group.
