Many non-profit organizations(NPOs) have played an important part in every corner of society,showing its superiority in diversity,grass-rootness and promptness in public service supply.The function of NPOs traditionally limits in helping the poor and protecting the environment.But actually advocating public issues,developing public policy and improving public spirits have become the quintessential function of the NPOs.So we must build some new relation types in which government and NPOs supply public service together by some tactic ways of equal consultation,cooperation and companion.
