| 摘 要： | 某利益方,围绕某个农业项目,以合理的名义向上级追加支农资金,堵住下级的配套基金,截流上级划拨资金到本级,其核心和本质是把其他利益方的资金转移到本级政府使用,是理性选择,也是越轨行为。文章运用经济学和社会学的理论分析了产生这一结果的逻辑过程,在此基础上提出相关建议。

| Abstract: | For a long time,the central government has paid high attention to Three Issues and enlarged financial supporting funds,but some local governments "eat agricultural projects",and acquire illegal benefits without considering peasants' benefits,which is a rational choice but deviance behavior.This article analyzes the logical course which causes the results by using the theories of economics and sociology,and brings forth the issues and policies. |
