走出中国农村反贫困政策的困境

改革开放以来,我国农村的反贫困工作取得了举世瞩目的成就。同时应当看到,目前农村反贫困政策实际上陷入了某种困境。主要表现为城乡之间扶贫政策的明显差别,非农就业的沉重压力,现有开发式扶贫的局限性,失地农民的贫困以及极端贫瘠地区扶贫行动的低效。如何使中国农村反贫困政策走出困境?首先必须确立起让全体社会成员共享社会发展成果的基本理念。在此条件下,针对中国农村反贫困政策的困境,确定应对思路。

China has achieved greatly in rural antipoverty policy after its reform and opening to the outside world. However, the policy has got into predicament in recent years, manifested as follows. First, there is obvious distinction in the poverty alleviation policy between rural and urban societies. Second, non-agricultural employment for peasants is extremely difficult. The third is the limitation of the poverty exploitation model in actual policy. The fourth is the new poverty problem with land-losing peasants and finally is the low efficiency of poverty alleviation action in the extreme poverty area. How to get out of the predicament of rural antipoverty policy? The most important is to hold the idea that all social members should share the fruit of social development. Available countermeasures should be defined only on this condition.
