技术创新水平是提升装备制造业整体实力和竞争力的关键因素。在阐明辽宁装备制造业整体技术发展现状、科技创新所面临问题的基础上，系统分析辽宁装备制造业技术升级与科技创新之间的关系，构建辽宁装备制造业技术升级与科技创新纽合模型，从政府层面和企业层面分别提出辽宁装备制造业技术升级与科技创新的纽合对策，并分析二者的纽合效应。

Research on combination model of technical upgrading and scientific and technological innovation of equipment manufacturing industry in Liaoning Province

The level of technical innovation is the key factor of improving the total strength and competitiveness of equipment manufacturing industry.On the basis of clarifying the status quo of overall technical development and the problems which the equipment manufacturing industry in Liaoning Province faces in the scientific and technological innovation,the relationship between technical upgrading and scientific and technological innovation is analyzed systematically,the combination model of technical upgrading and scientific and technological innovation is established.The combination countermeasures of technical upgrading and scientific and technological innovation of equipment manufacturing industry in Liaoning Province are proposed from the perspectives of government and enterprises,and the combination effect of them are analyzed.
