论全球化时代南北关系中的文化安全

在全球化进程日趋加深的今天,传统的国家安全概念发生了变化,文化安全在各国国家安全战略中的地位日渐凸显.国际交往中的国家利益之争、跨国公司的发展壮大、"软权力"说的兴起和盛行等因素使得文化安全成为影响当今国际政治中南北关系发展的重要问题.面对"文化霸权主义"和"文化殖民主义"的侵蚀,发展中国家应树立强烈的文化主权意识,运用网络等现代传媒工具,在创新和发展本民族的先进文化的同时,争取建立国际文化新秩序,维护国家的文化安全.

On Cultural Security in North- South Relations in the Globalization Era

Today,with growing globalization,the traditional concept of national security has changed,and the position of cultural security in all countries' national security strategy is becoming prominent.Some factors in international contact have made cultural security an important problem affecting the development of North-South relations in present international politics.In the face of "cultural hegemonism"and"cultural colonialism",developing countries should be fully aware of the importance of cultural sovereignty,renovating and developing their own advanced culture,strive to establish a new international cultural order,and preserve their cultural security.
