A Study of the Legal Construction in the Process of Western China Development: The Case of Guizhou Province

This paper holds that, in the background of the western China development, the Province of Guizhou should strive to strengthen the legal construction in order to ensure the smooth implementation of the western China development strategy. The legal construction in Guizhou should be carried out simultaneously in terms of both the perfection of the legal system and the amplification of laws or regulations. The laws or regulations should lay particular emphasis on the legislation in the following four aspects: safeguard of the infrastructure construction, utilization of foreign capital, environmental protection in tourist areas, and safeguard of the rights of ethnic minorities.
