农村土地流转与政府行为问题研究

农村土地使用权流转是土地制度改革的重要内容，也是发展生产、富裕农民、构建和谐农村的制度保证。我国的农地使用权流转从兴起至今，正在逐渐走向成熟，步入了法制化、规范化的管理轨道。但是，也仍然存在着许多阻碍因素。从行政管理角度，从政府角色定位的层面，探索政府如何推动和保障农村土地合理有效的流转；从转变和完善政府职能角度，提出了完善我国农地流转的具体政策和措施，以切实保障农民的土地权益。
