完善农牧区最低生活保障制度的相关思考——以内蒙古赤峰市为例

农牧区最低生活保障制度是保障民族地区农村牧区各类困难群体基本生活权益的一项社会救助制度。该制度自建立以来取得显著成效，并为维护民族地区社会稳定发挥了重要作用，但由于制度的初步性和独特性，其实施效果并不理想。以内蒙古赤峰市建立和完善农牧区最低生活保障制度为基础，分析这一制度在运行中普遍存在的问题和困难，并从科学制定农牧区“低保”标准、合理界定农牧区“低保”对象、加强基层工作队伍建设三方面提出相应的对策。
