| 摘 要： | 我国环境法治建设的指导思想是：遵循自然生态规律和经济社会发展规律，坚持以科学发展观、可持续发展观、生态文明观和环境法治观，促进环境公平正义、人与自然和谐；完善综合生态系统管理与中国特色环境法律制度的体系。生态文明观具有特别重要的新意，它是一种物质生产与精神生产高度发展、自然生态与人文生态和谐统一的文化，体现了科学发展观的重要内涵。生态文明观对我国建设资源节约型社会和环境友好型社会具有重要的促进作用。只有通过生态文明体系的建设，才能形成良好的生态伦理和环境道德，并制定出先进的环保法律制度。
