| 摘 要： | 天津滨海高新区属于政府主导型的国家级高新区，承担着实现国家科技创新的使命，其定位应是富有特色的“科学园区＋技术园区”。通过管理创新、组织机构创新、技术创新、人才吸引机制创新以及合作与交流平台创新，聚集高度集中的主导产业，特别是能源环保产业、生物健康产业以及现代服务业，其产业布局应突出城区特色，产业规划要与周边功能区域经济和谐发展，并培育开放式的组织文化，实现国家科学与技术创新的使命。 |

| Abstract: | Tianjin Binhai New Area,a government-oriented national level high-tech development zone,undertakes the important mission of science and technology innovation. In order to establish a distinctive science and technology park,the thesis discusses the measures of innovation from the aspects of management,organization,technology, mechanism of intellectual attracting, and platform of cooperation and communication. In addition, leading industries, especially energy and environmental protection industry,biology and health industry, and modern service industry, should be highly concentrated and an open organizational culture should be fosterd in the high-tech area. Besides,the Binhai new area is supposed to be distributed according to the characteristic of different urban districts,ensuring its harmonious development with the industry planning and surrounding functional area . |
