论新型城镇化大时代地方政府生态文明建设

截至2016年11月29日,国家发改委已陆续公布了3批新型城镇化建设试点名单。作为新型城镇化建设本质要求的生态文明建设的主导角色,地方政府在现实治理过程中却面临着诸多困境,如产业结构和产业布局不合理造成排污排气监督治理困难,生态绩效评估指标体系和评估主体不完善造成生态文明建设工作落实不力,地方政府“经济人”与“经纪人”双重属性使其本能地同多方主体角力,生态建设周期漫长导致政绩与任期错位等。鉴于此,必须加快产业转型、优化产业结构并加强产业布局与产群化管理,促进科技型产业与循环型产业发展,重建生态绩效考核机制,并籍以发展多中心治理模式和出台生态建设法律法规,以促进生态文明建设长效机制的形成,为国家可持续发展和决胜全面建设小康社会保驾护航。

On ecological civilization construction of local government under background of great age of new-type urbanization

Up to 29th November 2016, the National Development and Reform Commission of China has promulgated 3 lists of pilot cities of new-type urbanization. As the leading role of ecological civilization construction which is the essential requirement of new-type urbanization construction, local government faces many difficulties during practical governance process:the difficulty of supervision and governance of polluted-water and polluted-gas caused by unreasonable industrial structure and industrial layout, the lack of implemen tation of ecological civilization construction caused by imperfection of evaluation indicator system and evaluation subject of ecological performance, the instinctive conflict of local government with many parties cause by its double nature of “economic body” and “broker body”, and the mismatching of governmental achievement and its tenure cause by the long period of ecological construction, etc. According to it, the industrial transformation should be promoted, the industrial structure should be optimized, and the industrial layout and industrial group management should be enhanced. The development of technological and recyclable industries should be promoted, the assessment mechanism of ecological performance should be reconstructed, and the mode of multi-centric governance should be developed and the laws and regulations on ecological construction should be implemented based on it, so as to promote the formation of long-term mechanism of ecological civilization construction, and ensure the nationally sustainable development and the decisive victory of building a well-off society in an all-round way.
