论发展中国家对待WTO环境与贸易问题的立场

发展中国家在环境与贸易问题上采取的防御立场,是使WTO多哈回合环境与贸易谈判进展缓慢的重要原因。贸易与环境问题谈判本身的不平衡性、发达国家没有切实履行承诺、发展中国家环境保护能力建设不足以及WTO决策程序和谈判规则的不民主是造成发展中国家采取防御立场的主要原因。发展中国家要在今后的谈判中更好地维护自身权益,就必须坚持“共同但有区别的责任”原则,加强与发达国家的环境合作,同时制定环境成本内在化的法律制度。

The Position of Developing Countries on the Issue of Trade and Environment in WTO

The developing countries take the defensive position on the issue of trade and environment.This is the main reason why the issue of trade and environment can hardly move forward in WTO Doha round.There are many problems which cause the developing countries to take defensive position on this issue.In the long term,the developing countries should protect their own rights,insist on common but differentiated responsibility principle,corporate with the developed countries and make law system to analyze how to internalize the environment cost.
