朝鲜人力资源培训体制论析

摘    要:自20世纪90年代中期的经济危机后,朝鲜人力资源培训体制在许多方面发生了重大转变,引发了周边国家的关注。在朝鲜,教育机构所需的资源不仅来自政府财政,更多来自民间捐助;政府提倡理工教育原则,即提倡教育与实践相结合;政府对劳动力的培训和就业指令性计划过多。这些现状和特征必将对朝鲜和中国的人力资源交流与合作产生影响,进驻朝鲜的中国企业也应适时作出调整。

Abstract:Since the economic crisis in the middle of 1990s,DPRK has changed quite a lot in many aspects of human resources training systems,which has caught the attention from its surrounding countries.In DPRK,the resources needed by educational institutions are not only from the government finance,but they are from civilian donations even more.The government advocates the educational principle of sciences and technology,namely,education in combination with practice.The government tends to give a plethora of dictating plans in labor force training and employment.These status quo and features will certainly have impacts upon human resources exchange and cooperation between DPRK and China,so the Chinese enterprises in DPRK must make due adaptations.
