企业节能行为国内外对比研究

全球气候变暖所导致的极端气候现象等问题日益严峻,经济发展与资源环境之间的矛盾日趋尖锐。企业作为经济发展的主体,其行为调整是节能减排目标实现的关键。国内企业与国外企业相比,节能特点主要体现为:能源管理体系尚不健全;开展清洁生产的积极性不高;部分企业受短期经济利益驱使,自主性节能意识不强;中小企业节能减排基础管理薄弱,节能积极性不高。因此,必须在政策层面上制定能够促进中国企业自主性节能行为的激励性措施。

Comparative Study on Energy Saving Behavior of Domestic and Foreign Enterprises

The climate change driven by GHG emission increase is one of important challenges facing by man kind.It has become a common issue concerned by China and the whole world.As the subject of economic development,the of enterprise behavior is the key factor affecting the goal realization of energy saving and emission reduction.This paper analyzes the economic theory of industrial energy saving and emission reduction firstly with strengthening the theory of enterprises’ behavior,information asymmetry and regulation,and competition.The characteristics of domestic and foreign enterprises are analyzed accordingly.The domestic enterprises’ energy saving behavior can involve: improving the energy management system;developing clean production;some enterprises lack autonomous energy saving activity driven by short time benefit pursuit;the management in small-and medium-sized enterprises is weak.At last,the suggestions of ways to promote the autonomous energy saving activity in China’s enterprises are provided.
