循环经济是一种新型的、先进的经济形态,是人类反思自身经济发展与自然之间关系的产物,循环经济模式强调与环境友好,建设"节约型社会",是社会生产方式和生活方式的革命.中国人口众多、重要资源紧缺,资源生态环境形势严峻,社会、经济发展遭遇资源环境的"瓶颈"约束,这种状况决定中国必须走循环经济的新型发展道路,推进经济增长方式的转变以提高资源利用效率,提倡勤俭节约的生活消费方式.为发展循环经济,政府的职责是政策支持及推动立法,调整发展目标,从单纯追求经济增长转变为注重经济、社会、环境的协调发展.
