| 摘 要： | 新农村建设要求作为处于国家政权末梢的乡镇政府发挥更多的作用,这些作用的发挥需要有权威的乡镇政府在宪法、法律规定的权力范围之内更多地利用自身建立和积累起来的威信来保障。但目前部分乡镇政府的权威是在逐渐的下降,因此,分析乡镇政府权威受到弱化的原因,提出重塑乡镇政府权威的建议,对于新农村建设中乡镇政府职能的发挥有重要意义。
