国家涉农政策能否有效转化为执行效能，是基层治理场域中国家自主性目标能否实现及其实现程度的重要衡量标准。制度、权力与行动者构成了基层治理情境下国家自主性实践的分析框架。通过多案例比较分析发现，制度、权力和行动者的不同组合是导致国家涉农政策执行效能差异的直接原因，这与地方政府自主性和乡村社会自主性对国家自主性实践的制约与影响紧密相关。不同政策实践中，国家自主性与地方政府自主性、乡村社会自主性之间的不同关系形态是塑构国家自主性目标实现程度差异性的内在逻辑。国家自主性的博弈实践表明，治理实践中的国家自主性呈现出碎片化样态，具体表现为动态性与有限性并存、层次性与相互性并存，这是造成国家涉农政策执行效能差异的根本原因。 通过制度 -权力 -行动者路径以推动嵌入式、适宜的国家自主性的普遍形成，是从整体上提升涉农政策执行效能的重要进路。

Generation Logic in the Implementation Efficiency of National Agriculture-Related Policies

Transforming national agricultural policies into performance is an important measure of state autonomy in the field of grass-roots governance.System,power and actor constitute the practical logic of state autonomy in the context of grass-roots governance.Through comparative analysis of multiple cases,it is found that various combination of system,power and actor is the direct reason for the different performance,which is closely related to the impact of local state autonomy and rural society autonomy on state autonomy.In the different policy practices,the various forms of local state autonomy and rural social autonomy shape the internal logic of different state autonomy,and the public orientation is the key.The game practice of state autonomy shows that the state autonomy in governance practice presents a fragmented pattern,specifically manifested as the coexistence of dynamic and limited,hierarchical and mutual,which is the fundamental reason for the different performance of national agricultural policies implementation.It is an important approach to improve the agricultural policy implementation efficiency to promote the universal formation of embedded and appropriate state autonomy through the system,power and actor.
