城市化过程中的农地征用及农村社会保障机制

城市化进程使中国经济和社会发展不断加快,但在发展过程中遇到了一系列问题和障碍,严重阻碍了中国的城市化发展。本文主要对现有农地制度以及农地征用和承包制度在加速城市化条件下面临的主要问题进行研究,包括当前财政、行政体制下农地征用机制与失地农民补偿标准,就业和社会保障安排,城市外来迁移人口的社保,户籍安排及其与农地关系问题等。研究认为,建立健全中国社会保障机制是城市化顺利进行的基础和保障。

The Reform of the Farmland System and Social Security System in Urbanization

Chinese open and reform bring a good chance to explore the Chinese cities.The Chinese process of urbanization is developing so fast of which on unprecedented level with the number of city increasing.Urbanization quick the Chinese economic and social development,but we meet a series of problems and obstacles that seriously obstruct the Chinese urbanization.This text research the current farmland system and the main problem which the system of the farmland expropriation and contract meet on the condition of quick urbanization,including the system of the farmland expropriation and the measure of indemnity to the peasants who lose farmland on the condition of the current financial system and administrative setup,employment and social security system,persons' social security who move into the cities,the arrangement of census register and the relationship between them and farmland.The research shows the strong social security system is the foundation and security of the smoothness of the urbanization.
