城市基础设施与社会经济发展水平的协调性是经济发展的必然需求,当前,城市基础设施建设依靠单一的财政投入存在着巨大的资金缺口,滞后于城市化进程,已成为城市基础设施可持续发展的阻碍甚至是经济发展的阻碍,解决该问题的有效途径是建立多元化的投资制度.以博弈论为理论基础,分析了政府基础设施建设多元化投资制度的可行性.进而提出城市基础设施建设多元化投资制度改革的三方面措施：一是政府创新融投资政策,建立有效的基础设施项目产权,培育多元化市场投资主体.二是以转变政府管理职能为切点,创新投融资体制,加强多元化投融资金管理.三是保障城市基本设施建设融资渠道,营造激励非政府财政资金投入环境.
It is indispensable in the economic growth to keep the urban infrastructure construction in pace with the social economic development. Because there is a huge financing gap in the single financial investment on which the construction of urban infrastructure depends, it lags behind the process of urbanization and becomes an impediment to the sustainable development of urban infrastructure and even to the economic development. Therefore it is vital to set up a multiple investment system. In terms of the urban infrastructure construction, the paper analyzes the feasibility of the government＇s multiple investment system and the application of urban multiple investments with game theory. It also puts forward measures to reform the multiple investment system in three aspects： 1） with the renewed policy of financing and investment, the government set up valid project property of infrastructure and foster the investment subject in the multiple market; 2） the government administrative function should be transformed to enhance the management of multiple investment and financing in an innovated investment financing system; 3） the non-government financing and investment settings are encouraged to guarantee the financing channels of urban infrastructure construction.
