| Abstract: | This article discusses the key points in the ruling policy of Qing government on Hainan Li nationality, which include： to keep pace with the situation and take different measures in different historical stage; to follow the ruling notion of severity with leniency; and to bring more Li folks into the tightly controlled governing system of Qing dynasty than its previous rulers by the setup of political institutions at grass roots level, etc. It also ana- lyzes the effect of the above policies. |
