| 摘 要： | 人类社会正面临着从工业社会向知识社会的转变。在即将到来的知识经济时代里，科学技术不仅是一般生产力，而且必须提升为第一生产力，从某种意义说，知识经济就是以科学技术为第一生产力的经济。当科学技术真正成为第一生产力之日，也就是知识经济时代到来之时。
