How to establish modern enterprise system

ow to establish modern enterprise system for China's state owned enterprises is a problem of paramount importance to the realization of changes in pattern of system in these enterprises. This paper approaches the problem from three angles: the separation of government administration from enterprise management on the one hand and the successful adjustment of property right relationship on the other; the establishment of a scientific and normalized company administration structure; and the strict combination of state ownership with market economy under the control of a complete set of laws and regulations, and with proper and effective measures to ensure implementation.
