城乡统筹视阈下现行农地使用制度的效应分析

农地使用制度改革是我国城乡统筹的重要内容之一,农地产权结构的变化、农地使用权的流转、农地使用制度的创新和逐步完善等,对农村人口城市化、经济组织和经营模式创新、城乡体制一体化产生了一定的正效应。现行农地使用制度中存在的农地使用权流转体系不健全、失地农民收益评估补偿机制不完善、农地保障功能过强等缺陷,对农地资源合理配置、农民城市化能力、农村人口城市化迁移产生了负效应。城乡统筹视阈下,笔者对现行农地使用制度改革的建议有三点:一是完善农地使用权流转体系,推进农地流转市场化进程;二是规范农地征管制度,改革征地补偿办法;三是提高农民组织化程度,维护农民农地使用权益。

Effect Analysis of Farming Land Use Policy in Overall Plans for Urban and Rural Areas

The reform of farming land use policy constitutes an important part of the overall plans for urban and rural areas.Positive effects on the urbanization of rural population,the creativity of economic organization and management,and the consistency of urban and rural policies have been brought by the change in farming lands property right and use right,and the creativity and improvement of land use policy.Meanwhile,the defects in current farming land use policy have some negative effects on land resources distribution,urbanization capacity of rural areas and transference of rural population.Suggestions are put forward to reform current farming land use policy: improve the transference system to promote marketization process of rural lands,regulate the land confiscation system to reform compensating means,and advance farmer organizations to ensure their rural land use right.
