| 摘 要： | 西部大开发战略的成功要以立法来保障,民族自治地方财政自治权的落实要与立法相配套。将两者衔接起来不仅是必须的而且是可行的。要通过加大财政投入、规范转移支付、给予税收优惠、推动体制创新来实现这种衔接,共同营造西部民族地区经济社会发展的法治环境。

| Abstract: | The success of the strategy on the development of western China must be guaranteed by legislation. The power of financial autonomy must be compatible with law. It is necessary and feasible to connect the two ones. Through increasing financial investment, standard transfer payment, favorable tax revenue and system innovation, we can join the two aspects together and build a law environment for the development of society and economy in western national areas. |
