政府在公民维权中的指导责任和接受监督

公民维权与政府维稳是统一的。公民维权是对政府维稳的有益补充,指导公民正确维护合法权利是政府义不容辞的责任。维护社会稳定的根本目的是为民众造福,社会稳定是无数个公民权利得以实现的结果。维护社会稳定的起点、抓手和归宿都应当是维护公民的合法权利。维护社会稳定的权力也可能导致腐败,在当前形势下,必须谨防在维护社会稳定名义下的权利滥用。政府使用"维稳经费"也存在合法性与合理性问题,对"维稳经费"实施监督十分必要。在政治上承担指导公民正确维权的责任,在经济上把"花钱买太平"公开化,是转变政府职能中必须完成的两项重要任务。
