| 摘 要： | 农村基本公共服务从两个方面对缩小城乡差距形成影响，一是有利于改善农民生活条件、缩小城乡居民生活条件差距，二是有助于提高农村人口素质、缩小城乡经济社会发展水平差距。农村基本公共服务的状况决定农民与城市居民之间、城乡之间能否获得均等发展机会，实现公平发展和文明进步的共享。因此，建立农村社会普遍服务体系、促进农村基本公共服务发展是实现以人为本的科学发展和构建社会主义和谐社会的可供选择的路径。
