| 摘 要： | 调查分析和研究结果表明,青岛市在残疾人就业机制、就业政策和法规建设等社会保障因素方面还不完善,还存在着许多障碍,严重地影响着残疾人的生活质量和自我价值的实现,影响着构建和谐社会的进程。要解决残疾人就业的问题,政府是责无旁贷的,必须建立残疾人就业保障体系。
