| 摘 要： | 当前我国农村进入了新的发展时期,但在发展的过程中面临诸多的挑战与困境,特别是农村管理层间权能职责的厘清,更是迫在眉睫。在阐述＂乡政村治＂的农村治理机制的背景下,探讨了农村管理层关系存在的问题,并提出了解决这些问题的对策。最后指出只有正确处理好农村管理层关系存在的问题,才能为乡村管理者提供更加清晰的管理脉络,为它们依法行政、依法自治提供一个更加科学的指导。
