村委会选举中“贿选”问题研究

中国自1988年试行村民自治制度以来,以"四个民主"为内容的基层直接民主取得了实质性进展,对我国社会主义政治文明和新农村的建设起着良好的推动作用。然而在村委会选举中存在的贿选现象严重危害着村民自治的健康发展。文章从实践出发对"贿选"做出了初步的界定,并分析贿选现象的出现有经济利益的诱使、民主意识的淡薄、规范程序的缺失和社会环境的影响四个主要原因,最后提出治理贿选问题的对策与建议,认为须从发展农村经济,增加农民收入;发展农村教育,并增强农民民主意识;规范选举程序;加强"四个民主"整体建设等方面来积极应对。

On The "Bribery Elections" of Village Committee

Since the rural people autonomy system implemented in 1988,the grassroots direct democracy which contents are "four kinds of democracy" has made substantial progress.The progress has effectively promoted China's socialist political civilization and the building of the new countryside.However,the bribery phenomenon in village committee elections seriously endangers the healthy development of autonomy.On the base of practice,the essay gives "bribery elections" a preliminary definition,and explains the emergence of the phenomenon is because of the economic interests,the weak sense of democracy,the lack of standardized procedures and the social environment.Finally the author gives his countermeasures to prevent bribery elections: to develop the rural economy and increase the income of peasants;to develop the rural education and increase their awareness of democracy;to standardize the electoral process;to strengthen the "four kinds of democracy" overall construction.
