| 摘 要： | 新型农村合作医疗制度改革缩小了城乡医疗卫生服务水平的差距,改变了长期以来我国广大农村普遍存在的缺医少药,农民看病难、看病贵的现象;同时,它也使农民抵御因病致贫、因病返贫的能力有了明显提高。但在新型农村合作医疗制度实施过程中,该制度出现了许多缺陷,从而使该制度陷入了实施困境,因此我们需要对新型农村合作医疗制度进行再创新。这就从客观上要求农村合作医疗制度必须实现由农民互助合作性质向社会保险性质的转变、由保大病向保全面的转变、由县级统筹向地市级统筹的转变,最终实现城乡医疗卫生保健事业的统筹发展。
