我国新型农村合作医疗制度的法制化问题

新型农村合作医疗制度直接关系中国几亿农民的健康和利益，对于统筹城乡发展、全面建设小康社会具有重要的意义。明确农村合作医疗制度法制化的概念，认清该制度在实施过程中主要存在的政府责任越位、政策变动频繁、筹资机制不畅、体制改革滞后等四个方面的缺陷，有助于对该制度进行综合分析评估。新型农村合作医疗制度的法制化是一个系统工程，从政府责任规制、法律监督和法律责任承担机制等方面为这项制度的法制化实现路径作出若干设想，具有现实意义。

On the Issue of Law of New type Rural Cooperative Medical System in China

The New-type rural cooperative medical system directly related to the health and interests of China＇s hundreds of millions of farmers, which has great significance to coordinate urban-rural development and comprehensively build a well-off society. It＇s better to analysis and estimate this system if we specified the concept of law and the defects such as government responsibility, frequent policy changes, funding mechanisms and system reforms which exist in the course of implementing. The law of new-type rural cooperative medical system is a systematic project, so programming from the government responsibility, legal supervision, and legal accountability mechanisms and so on has great realistic meaning.
