| 摘 要： | 公路交通给人类带来了文明与进步,但同时也带来了交通事故、环境污染等问题。这些问题已经到了危害社会的程度,如仅从交通安全的角度进行防范已经不够,需要从交通灾害的角度进行综合防范。文章在提出公路交通灾害概念的基础上,分析了基于人、车、环境和管理要素的公路交通灾害的致灾机理及以前的跟随控制模式,并利用预警管理的思想,构筑了公路交通灾害的预警管理模式及对策。

| Abstract: | Road transportation takes culture and improvement to people, but at the same time it takes accident and environment pollution which have been on the catastrophical level. We must have research on the catastrophe level to find the synthetic countermeasure rather than only on the transportation safety level. Based on setting up road transportation catastrophe concept, this paper expounds the formation mechanism of road transportation catastrophe about people, vehicle, environment and management. This can change the former following control model. At last this paper sets up a forewarning management countermeasure module using forewarning management theory. |
