论中国特色的政治权力体制

作为政治权力取得、分配和行使的制度化安排,政治权力体制是国家政治生活的中枢和社会政治上层建筑的核心。政治权力的取得与分配,是政治权力体制的基础和支柱;政治权力的行使则是其外在表现。政治权力体制的建立和发展,取决于社会历史发展进程中的基本矛盾,体现出民族国家经济、政治与社会运行方面的特性。中国的历史和现实决定了政治权力体制的中国特色,即以中国共产党为核心的政治权力体制。要发挥政治权力体制核心的功能,中国共产党在自身建设方面,就必须超越一般政治组织把取得执政地位作为中心目标的境界,坚持全心全意为人民服务的根本宗旨,以实际行动赢得人民群众的信任和支持。

On the Political Power System with Chinese Characteristics

As the arrangement system for the acquirement, distribution and practice of political power, political power system is the core of both nation politics and social political structure. While the acquirement and distribution of political power have a role as base and backbone, the practice is the performance. The establishment and development of political power system is up to contradiction in social history development, which reflects characteristics such as national economy, politics and social operation. It is the history and reality of China that determines Chinese characteristics of political power system in China. Since Chinese Communist Party is the heart of political power system, CCP must insist its fundamental aim, give service to people with all heart and soul, in order to gain trust and support from people during its development which overstep ordinary political organizations not only the goal of holding power, but also the use of political power system.
